PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended that the old description of Unsigned Iowa 956 in Clinton County be deleted from the Primary Road System and the new description, as described in the attachment, be included in the Primary Road System.

 

New description: Unsigned Iowa 956 in Clinton County described as follows:

 

Beginning on the Clinton-Scott County Line at a point approximately 274 meters (900 feet) south and 274 meters (900 feet) east of the center of Section 31-T81N-R4E; thence in a northwesterly direction through said Section 31 to a point approximately 122 meters (400 feet) west of the S ¼ Corner of Section 30-T81N-R4E; thence in a northerly direction through said Section 30 and 19-T81N-R4E to the south corporation line of De Witt connecting with 6th Avenue.

 

Beginning again at the north corporation line of De Witt connecting with 6th Avenue; thence in a northwesterly, northerly, and northwesterly direction through Sections 7 and 6-T81N-R4E, Section 1-T81N-R3E, and Section 36 and 35-T82N-R3E to a point at approximately the N ¼ Corner NE ¼ Section 35-T82N-R3E; thence southwesterly to the junction of US 61.

DISCUSSION/BACKGROUND:

 

Transfer of jurisdiction agreement number TJ‑956‑0 (3) ‑‑2M‑23 between the Iowa Department of Transportation and De Witt transferred that portion of Unsigned Iowa 956 from the south corporation line of De Witt northerly to a point approximately 1500 feet north of the junction of US 30 (1978 corporation line of De Witt) to city jurisdiction on February 23, 1987. The official description of Unsigned Iowa 956 should be revised to reflect this transfer. The remainder of Unsigned Iowa 956 remains unchanged.

 

Unsigned Iowa 956 begins on the Clinton‑Scott County Line approximately two miles south of De Witt and travels northerly to south corporation line of De Witt; beginning again at the north corporation line of De Witt and travels northwesterly to a junction with US 61 approximately three miles north of De Witt.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended to approve revising the description of Unsigned Iowa 956 in Clinton County and including the new description in the primary road system.

 

New description: Unsigned Iowa 956 in Clinton County described as follows:

 

Beginning on the Clinton‑Scott County Line at a point approximately 900 feet south and 900 feet east of the center of Section 31‑T81N‑R4E; thence in a northwesterly direction through said Section 31 to a point approximately 400 feet west of the S ¼ Corner of Section 30‑T81N‑R4E; thence in a northerly direction through said Section 30 and 19‑T81N‑R4E to the south corporation line of De Witt connecting with 6th Avenue.

US 61 in Clinton County was relocated from the Clinton‑Scott County line in the SW ¼ Section 1‑T80N‑R3E northerly to a junction with US 30 at the southwest edge of DeWitt.

 

The old alignment of US 61 from the Clinton‑Scott County line in the SE ¼ of Section 31‑T81N‑R4E northerly to a junction with US 30 and Unsigned Iowa 956 should be re-designated as a portion of Unsigned Iowa 956 and the official description of Unsigned Iowa 956 should be revised to reflect this change. The remainder of Unsigned Iowa 956 remains unchanged.

 

Unsigned Iowa 956 begins at the Clinton‑Scott County line approximately two (2) miles south of DeWitt and travels north to DeWitt approximately 1500 feet north of US 30, beginning again at the north corporation line of DeWitt and travels northwesterly to a junction with US 61 approxi­mately three (3) miles north of DeWitt.

 

PROPOSAL/ACTION RECOMMENDATION:

Unsigned Iowa 956 begins at the south junction of US 30 and US 61 at DeWitt, and travels north approximately 1500 feet; beginning again at the north corporation line of the City of DeWitt traveling northwesterly to a junction with US 61 approximately three miles north of DeWitt.

 

Due to an annexation to the south part of DeWitt, in the south US 30, US 61, and Unsigned Iowa 956 interchange area; the present description of Unsigned Iowa 956 in Clinton County should be revised.  The new description added should be officially included in the primary road system to reflect this change in corporate limits.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended that the old description of Unsigned Iowa 956 in Clinton County be deleted and the new description, as listed in the attached detailed description, be included in the primary road system.
